Dubbing 10? This Makes No Sense

Just caught this article on the attempt to impose some stupid tax on digital recording devices (like iPods, etc.) for the benefit of the recording industry. It's kinda like that stupid proposal in the US right now (again demonstrating what a bunch of drones the Japanese government are to the US industry). But that's a different issue. The important point in the article which I haven't heard of was this one:

Under the "Dubbing 10" standard, Japanese consumers will be able to make up to nine copies of a recorded digital TV broadcast.

That makes absolutely no sense!

Broadcast usually only happen once or twice (at most). Certainly, there are repeats but they occur long after the show has been broadcast. But this whole thing is worded really poorly or the government is just plain clueless when it comes to digital media (or both which is my bet).

If I'm reading this right, you have a single broadcast coming through HD-TV or some other form of digital TV. Now, you can use your TiVo-like device to make the first copy. Great. Now, you have 9 more opportunities to make copies legally? What happens if there's a repeat? Does that mean you now have the opportunity of having 18 total copies?

I'm trying to figure out if this law makes any sense. I can't see how it can be physically enforced. And if digital makers try to enforce it via software means, it'll be futile since hackers will easily descramble the code. And where did this "9" number pop up? It's so arbitrary. The idea does not seem completely terrible, but the wording is so vague it doesn't make much sense to me.
